Belize continues to strengthen its legal framework to protect vulnerable individuals, support victims of crime, and ensure that justice is accessible, fair, and compassionate. Two important pieces of legislation—the Protection of Witness Act, 2022 and the Trafficking in Persons (Prohibition) Act—demonstrate the country's commitment to safeguarding those most at risk while holding offenders accountable.

Did you know that Belize's Protection of Witness Act, 2022, came into effect in February 2023? This landmark legislation provides important safeguards for vulnerable and intimidated witnesses who participate in criminal proceedings.
Testifying in court can be an overwhelming and traumatic experience, particularly for children, victims of violence, and individuals who fear intimidation or retaliation. The Act empowers the courts to implement special measures that make it easier and safer for witnesses to give evidence while preserving the accused person's right to a fair trial.
Visual confrontation safeguards – The use of screens or other arrangements to prevent direct visual contact between the witness and the accused.
Evidentiary innovations – Allowing video-recorded evidence to reduce the need for repeated testimony.
Privacy protections – Clearing the courtroom during particularly sensitive testimony to protect the witness's dignity and privacy.
Cross-examination reforms – Preventing an accused person from personally cross-examining a victim.
These protections may be granted to:
Children under the age of 18;
Vulnerable adults; and
Witnesses experiencing fear, distress, intimidation, or a risk of retaliation.
The Act also provides for Anonymity Orders, which help protect a witness's identity during investigations and throughout criminal proceedings when necessary.
By strengthening witness protection, Belize continues to build a justice system that encourages victims and witnesses to come forward with confidence, knowing that their safety and wellbeing are being considered throughout the legal process.

Human trafficking remains one of the most serious violations of human rights worldwide. Belize's Trafficking in Persons (Prohibition) Act serves as a critical legal tool to prevent exploitation, protect victims, and prosecute those responsible.
Trafficking in persons involves the recruitment, transportation, transfer, harboring, or control of an individual through force, threats, deception, coercion, or abuse of power for the purpose of exploitation.
The Act establishes a range of criminal offenses, including:
Trafficking in Persons;
Aggravated Trafficking in Children;
Facilitating Child Prostitution;
Profiteering from Trafficking in Persons;
Advertising trafficking-related activities;
Providing facilities or services that support trafficking operations; and
Unlawfully withholding identification documents.
Beyond criminal penalties, the Act prioritizes the protection of victims by providing important safeguards for their privacy and safety. It also allows for the forfeiture of assets obtained through trafficking and provides mechanisms for restitution, helping victims recover from the harm they have suffered.
Protecting vulnerable witnesses and preventing human trafficking requires more than legislation—it requires public awareness, community vigilance, and collective action.
By understanding these laws, recognizing the warning signs of exploitation and intimidation, and reporting suspected cases to the appropriate authorities, every Belizean can contribute to building safer communities and strengthening the rule of law.
