As a champion for families and children, my work as the Special Envoy has always been to empower our most vulnerable. Enabling them to fully contribute and successfully participate in achieving Belize’s development goals.
Through crucial partnerships with government ministries, civil society organizations, and international partners, the OSE has and continues to advocate for children and adults with special needs; raise awareness for mental health and gender-based violence; and serve as a voice for those who have no access.

The Office of the Prime Minister (OPM)
The Office of the Prime Minister (OPM) is responsible for a portfolio comprised of diverse sectors including the mandates pertaining to the Ministry of Finance, Economic Development and Investment.
Ministry of Human Development, Families & Indigenous Peoples’ Affairs (MoHDFIPA)
Is the lead entity of the Government of Belize in the development of people, enabling them to realize their full potential and play a meaningful role in their communities.
Ministry of Health & Wellness (MoHW)
Aims to provide quality, affordable, comprehensive health services; within a resilient environment that promotes equal health and wellbeing for all.
Ministry of Education, Culture, Science and Technology (MoECST)
Is charged with the responsibility of ensuring that all Belizeans are given an opportunity to acquire those knowledge, skills, and attitudes required for their own personal development and for full and active participation in the development of the nation.
Ministry of Foreign Affairs and Foreign Trade (MFA)
Aims to formulate, coordinate and implement foreign policy initiatives, addressing national economic, social and security issue while ensuring National Sovereignty and the preservation of Territorial Integrity.
SCLAN
The Special Envoy of Belize H.E. Mrs. Rossana Briceño is also a member of SCLAN, a network launched by First Ladies and Spouses of the Heads of Government of the Caribbean Community (CARICOM) in 2017 to address the region's social and human development.
