The presentation provided valuable insights on how feminist foreign policy can advance gender equality, strengthen human rights, and encourage the meaningful participation of women in leadership and decision - making. The discussion that followed presented an excellent opportunity to exchange ideas and reflect on the importance of inclusive policies that address discrimination while ensuring the equal rights, opportunities, and dignity for all.

On April 17, 2026, H.E. Rossana Briceño had the pleasure of attending the #LeadLikeA501Girl event, hosted by the Ministry of Education, Culture, Science & Technology in celebration of Girls in ICT Day. Under this year’s theme, “AI for Development: Girls Shaping the Digital Future,” the event underscored the critical role young women play in driving innovation and shaping Belize’s digital landscape.
The room was alive with curiosity, creativity, and ambition, as girls from across the country immersed themselves in all things technology. We heard inspiring remarks from Namrita Balani, the visionary behind the program, and Celeste Garcia, a past participant now pursuing higher education in Information Technology.
From hands-on coding and robotics to drone flying, the experience sparked excitement and possibility, reminding us all that the future of tech in Belize is bright, bold, and undeniably female.

In her message, H.E. Rossana Briceño emphasized that worship is reflected in our everyday actions: in the kindness of our words, the grace of our forgiveness, the strength with which we uplift one another, and the integrity behind our daily choices.

On March 17, 2026, H.E. Rossana Briceño had the pleasure of visiting Eglah’s Training Center for Women & Families in Belize City, where I had an opportunity to address the students, administrators, and invited guests including board members.
Eglah continues to play an important role in the community by providing literacy, computer, and life-skills training to out of school youths, primary and secondary school students, and adults who are eager to learn and grow.
Eglah is the perfect example of “it’s never too late to learn” and placing students in the “least restrictive environment”. I spoke about the importance of family literacy and how learning becomes even more meaningful when families read, grow, and explore the world together. When we support one another in education, we strengthen not only families, but also communities.
It was truly inspiring to see dedication of the educators and students who continue to show that it is never too late to learn and move forward!

Following the official ceremony, we planted a tree as a symbol of growth, resilience, and the bright future of our children.

On August 19, 2025, H.E. Rossana Briceño had the opportunity to participate in a consultation on the Families Bill, 2025.
This Bill is a landmark reform that consolidates three key laws, the Family Courts Act, the Families and Children Act, and the Married Persons (Protection) Act, into one modern framework, while introducing a new area of law: Protection of Older Persons.
Before finalization, consultations with stakeholders are essential to:
1. Ensure the bill reflects real family needs
2. Close gaps and avoid conflicts in merged provisions
3. Gain public insight and buy-in
4. Share key areas and the purpose of the Bill

Rossana Briceño had the honor of joining the Ministry of Health & Wellness and UNICEF Belize for the official launch of two new lactation centers at Transparent BPO's Belmopan and Belize City compounds. These dedicated spaces are a vital step in supporting working mothers, ensuring they have a safe, clean, and private environment to breastfeed. I commend all partners involved for championing the health and wellbeing of our women and children.
It is my hope that other workplaces throughout Belize will be inspired by this initiative and provide the same opportunity for their staff.

On May 2, 2025, H.E. Rossana Briceño had the honor of joining a heartfelt painting and vision board creation session with the incredible children of the SPED program at Louisiana Government School.
This inspiring initiative was led by Dr. Kendra Flores-Carter and her dedicated team of students from California Baptist University. The children had a wonderful time expressing themselves through art, and we thoroughly enjoyed sharing this special moment with them.
Dr. Flores-Carter and her team are currently in Belize for the upcoming “Courageous Conversation: Advancing Social Science Research” conference, a collaborative effort between the University of Belize and California Baptist University, which will explore how courageous conversation and groundbreaking research can reshape the future of social science.

Cervical cancer is a preventable disease, yet too many women continue to be affected due to lack of awareness and access to early detection. I was honored to attend the Empowering Women and Girls Against Cervical Cancer forum, an essential initiative promoting education, HPV testing, and vaccination. The Office of the Special Envoy for the Development of Families and Children, was proud to host an informational booth, ensuring that women and girls had access to accurate information on symptoms, risks, and prevention. Additionally, our partners from SCLAN provided critical insights on the mental health impact of cervical cancer and the importance of support systems. Ending cervical cancer is possible, but it requires collective action; through education, early screening, and advocacy, we can protect and empower our women and girls.

On November 25, 2024, H.E. Rossana Briceño had the honor of giving special remarks to the staff and students of St. Catherine's Academy in observance of the International Day for the Elimination of Violence against Women.
In her address, H.E. Rossana Briceño highlighted the significance and history of this day which marks the start of the 16 Days of Activism Against Gender-Based Violence.
H.E. Rossana Briceño shared with the girls what it means to be an ally to women. That it involves being an advocate, a source of support, a mentor, and a champion for what is right.
H.E. Rossana Briceño ended my speech by reminding them that being a girl doesn’t limit their potential to lead or make a difference.
Whether through advocacy, education, or simply starting conversations, we can all play a role in ending gender-based violence in all its forms.

During this past week, a team headed by the Minister of Health & Wellness, Hon. Kevin Bernard and the Special Envoy for the Development of Families and Children H.E. Rossana Briceno visited with health officials in Mexico including the Secretary of Health of Yucatán and her team to discuss the possibility to renew a Memorandum of Understanding with Merida's Hospital Horan. One of the meeting's objective was to discuss the access to cancer care for Belizean children and as well the possibility of expanding radiotherapy care to adults from Belize.
The Ministry extends appreciation for the meeting and we anticipate continued support from our neighboring partners in Health.

It was an honor to attend the reception commemorating 25 years of diplomatic relations between Belize and Ukraine, held at Old Belize. This milestone serves as a testament to the enduring partnership and shared values between our two nations.
The evening was marked by insightful addresses from Mr. Brisiuck, Director General for the Western Hemisphere, and Mr. Kosenko, Representative of the Ukraine University, followed by the opening of an exhibition highlighting Ukraine’s rich heritage and resilience. H.E. Rossana Briceño was deeply honored to receive commemorative stamps symbolizing the strength of our friendship and mutual respect.

On November 11, 2024, H.E. Rossana Briceño attended the launch of the new and enhanced National Breastfeed Policy for Belize, which was held under the theme "Closing the Gap: Breastfeeding Support For All".
H.E. Rossana Briceño had the honor of joining the Minister of Health and Wellness, Hon. Kevin Bernard, and the Minister of Human Development, Families, and Indigenous People’s Affairs, Hon. Dolores Balderamous-Garcia to officially launching this policy.
With this policy, mothers will be supported and encouraged to breastfeed their children, fostering a fundamental bond and practice that benefits both mother and child.

On this International Day of the Girl 2024, H.E. Rossana Briceño had the opportunity to speak to the girls of Louisiana Government school as we celebrated under the theme: "Girls' Vision for the Future."
Around the world, girls are not only facing immense global challenges, but they are also leading the way for a better world with courage, hope, and determination.
In her presentation, H.E. Rossana Briceño encouraged them to dream big, stay curious, and never stop believing in themselves. Whether they want to be the next Prime Minister of Belize, design new technology, or help protect the environment, the future is within their reach.
In closing, H.E. Rossana Briceño reminded them that "you are unstoppable, you are powerful, and the future is brighter because of YOU."
In addition to my presentation, my office with generous contributions of the Republic of China (Taiwan), Simply Help Foundation, and Nando’s, presented the girls with 147 sanitary packages which were distributed to support the female students of Standard 4, 5 and 6.
This initiative alone underscores the importance of ensuring that young women have access to essential hygiene products.
H.E. Rossana Briceño believe that by addressing these needs, we are helping to empower students to focus on their education without barriers.

On August 23, 2024, H.E. Rossana Briceño participated in the launch of the 'Promoting Respect & Equity Together' Visibility Awareness Campaign.
The purpose of this campaign was to create notebooks containing information on gender-based violence (GBV) that will help foster a society that is grounded on respect and equity.
Today, we heard from influential voices, including Mrs. Deborah Sewell-Erskine of the Love Foundation, Mr. Kamesh Chivukula from the U.S. Embassy, and Mr. John Gillett of Angelus Press Ltd., who all share our commitment to this cause.
The introduction of these notebooks into schools, containing essential information on understanding and preventing gender-based violence, is not just an educational tool—it is a lifeline.
These resources will help to empower our young people with the knowledge they need to recognize, resist, and report instances of violence, fostering a culture of respect and safety in our classrooms and communities.
By equipping our students with this critical understanding, we are laying the foundation for a future where every individual can live free from the threat of violence.
These notebooks will be available for purchase at Angelus Press Ltd. and will help to serve as a positive instrument for change in Belize.

The theme chosen for this year’s graduation was, "From Small Steps To Big Dreams: Celebrating Your Journey." This theme served as a perfect reflection of the path these students have embarked on and the promising future that awaits each of them.
In her remarks, H.E. Rossana Briceño encouraged the graduates to dream big, believe in their abilities, and not be afraid to explore the endless number of opportunities that the world has to offer.
H.E. Rossana Briceño extended my heartfelt congratulations to all the graduates with special recognition for the top six students: (1) Jahzane Caine, (2) Edward Flores, (3) Stanley Chiu, (4) Bianca Sarmiento, (5) Jaymar Nicasio, and (6) Leshawn Sabal.
In acknowledgment of their exceptional academic achievements, H.E. Rossana Briceño presented these six students with a gift of appreciation for their diligent dedication and unwavering commitment to their studies.

This event and the notion to lead like a girl shines a spotlight on the importance of promoting technology careers and opportunities for women.
When women are encouraged to pursue such roles, it not only helps to inspire and shape the next generation of leaders but also removes barriers that seek to hinder women’s progress.
Therefore, let us commit to creating a more equitable future by empowering our girls and young women to pursue leadership roles and careers, especially in ICT-related fields.
With this in mind, I pledge to expose girls to ICT in Belize by advocating for policies that promote gender equality in STEM education.

On March 8th, 2024, H.E. Rossana Briceño had the privilege to attend the launch of Belize’s National Suicide Prevention Plan 2024- 2030. This plan gives a comprehensive outline of how the Ministry of Health and Wellness plans to provide mental health support towards suicide prevention. The goals are to reduce the risk of suicide, build the ability of health care providers, and to help those affected by suicide.
Likewise, being a part of the Mental Health and Psychosocial Support Technical Working Group of the Ministry of Health and Wellness I have witnessed the proactive steps the Ministry is undertaking to support mental health within our communities and across Belize, especially in its response to helping our most vulnerable in the event of an emergency.
It is important for all of us to check in with ourselves and others by asking "How are you really doing ?" Always remember that ONE conversation can save a life.
Together, we are committed to advocating for mental health while reducing the stigmas that surround it. In doing so, we will help to put mental health at the forefront of ensuring overall health promotion.

Embracing the true spirit of the holiday season, today was a heartwarming opportunity as her husband, Hon. John Briceno, and H.E. Rossana Briceño got to connect with the incredible residents of Golden Haven Rest Home. Our visit was not just about spreading festive cheer, but a touching reminder of the profound impact that giving back can have on the lives of others.
On December 14, 2023, we provided gifts/care packages to each of the residents and the visitors from Good Samaritan and with the assistance of the Prime Minister, the home also received essential items, including much-needed mattresses, water coolers, fans, and other necessities that will significantly enhance the well-being and comfort of its residents.
We are glad to have been a part of the efforts to ensure that the elderly residents of Golden Haven Rest Home feel valued and cared for and may this season of giving inspire us all to continue making positive impacts in the lives of others not only during this time but throughout the entire year.

On December 6, 2023, H.E. Rossana Briceño had the honor of giving the keynote remarks for the Anti-Gender-Based Violence & Access to Justice: Building a More Protective and Empowering System event.
In my speech, I focused on the current situation for persons accessing justice in Belize, highlighting challenges, opportunities, and priorities for building a better system to protect victims and prevent further instances of violence.
I amplified the notion that it is not enough for us to just condemn violence; instead, what we need now is to expand our resources, grow our manpower, and build upon a comprehensive approach that encompasses legal, social, and cultural dimensions to ensure the protection of all in Belize, especially our women and children.
I closed off my remarks by encouraging everyone to unite in our resolve to do MORE to create a Belize where justice is accessible, perpetrators are held accountable, and gender-based violence is eliminated once and for all.
Thank you to the Embassy of the Republic of China (Taiwan), the United States Embassy, and the Government of Belize for hosting this Global Cooperation & Training Framework affilitated event that is the first of its kind in Belize.

On December 5, 2023, H.E. Rossana Briceño was honored to be a guest and participant at the prestigious Fandango Reading event in Bacalar, Quintana Roo alongside Her Excellency, and Spouse of the President of Mexico, Dr. Beatriz Gutiérrez Mueller, Governor of the state of Quintana Roo, Mara Lezama Espinosa, and Belize's Ambassador to Mexico, H.E. Oscar Arnold.
This event was a part of the National Reading Strategy in Mexico, an initiative aimed at promoting literacy and cultivating a love for reading.
I was also happy to see some of our very own Belizeans being a part of the incredible presentations held at this event, highlighting the importance of collaborative efforts in nurturing education and fostering cross-border relationships.
When asked to personify Belize as a book, I couldn't help but think of "The Lost City of Z" by David Grann. Just like the unexplored depths of the Amazon, Belize holds a sense of mystery and adventure waiting to be discovered. This captivating tale draws parallels to the rich history and enigmatic allure that defines this beautiful country.
I am proud to support such commendable initiatives that underscore the significance of literacy on a national and global scale.

Being the first of its kind in Belize, the induction of this swing marks an important milestone in ensuring that every child, regardless of their abilities, has the right to play, have fun, and enjoy the simple pleasures of life.
It was truly an inspiring day, being a part of this ceremony and witnessing the amazing presentations put on by the talented students of Louisiana Government School and Solomon 7 Day Adventist School.
Thank you to The Belize Tourism Board; The Child Advisory Body; Hon. Kevin Bernard; The Orange Walk Town Council; His Worship, Mayor Ladrick Sheppard; and Deputy Mayor, Doreth Pascascio for supporting the implementation of this important project.
It is my hope that this initiative will serve as an example and inspiration to other towns, cities, and communities of the importance of creating inclusive, accessible, and equitable spaces.
