Relay for Change: Mentoring Youths to Prevent Violence in Belize

BELIZE CITY, Belize- In Belize, there has been some progress over the decades in addressing the prevalent issue of gender-based violence through different mediums including conferences, panel discussions and forums. Despite these advancements, engaging men and boys as key voices in the discourse has been limited. As a result, one of the outcomes within the National Gender-based Violence Action Plan in Belize calls for men’s and boys’ increased understanding of the dynamics of gender and violence and to be actively involved in reducing gender-based violence in Belize.

To answer this call, the ‘Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence’ was developed. Spearheaded by the Spouses of CARICOM Leaders Action Network (SCLAN) and the National Women’s Commission’s (NWC) with support from Spotlight Initiative, a global partnership between the European Union and the United Nations, this project aims to create agents of through its two-tiered Training of Trainers and Workplace training sessions approach. Its primary outcome is to provide a space for sensitization of men and boys challenging views about masculinity and gender using role modelling and the positive deviance approach to transform attitudes and beliefs which contribute to family violence.

Gilmore Williams, 38, is a retired teacher who works tirelessly as a mentor with the Belize Anglican Men’s Fellowship. This newly formed organization is grassroots oriented with a hands-on approach in making a difference in the lives of men and boys through its mentorship program.

Gilmore mentors troubled youths who reside mostly in the Southside of Belize City, an area that is plagued with pervasive crime and violence. For instance, despite the onset of the COVID-19 pandemic and amidst a series of State of Emergencies, in 2020 the Crime Observatory reported that Southside Belize accounted for 89% of the 47 murders that occurred in Belize City.

“My Chair recommended that I attend the Training of Trainers session” says Gilmore. He willingly participated to help hone and sharpen his skills.

“Mentoring has its rewards, but it does take a lot from me physically and emotionally since there is no cut-off time from when you need to provide guidance. Sometimes I get a call in the middle of the night and I need to give advice to dissuade the caller from making a bad decision” Gilmore explains. In contemplation of how he navigates these uncertain terrain he contends, “the journey is ongoing, but knowing these boys need a positive male figure to help guide them pushes me to be there, even if it means trying to find the right thing to say when the timing is wrong.”

Gilmore believes the information from the #EngagingMenandBoys sessions has better equipped him to teach, inspire and challenge the beneficiaries of the organization’s mentorship program. Underscoring his biggest takeaway from the project, Gilmore talks about the ‘Man Box’ and how the characteristics and traits that society ascribe to men helps to deter them from reaching their fullest potential. “Men wear masks wherever they go” says Gilmore “They wear a mask at work, with their friends…to fit in.”

Gilmore explains why men feel the need to wear these masks, “society and socialization are primary contributors. I see this all time, one example that springs to mind is an incident that happened to one of the youths I mentor. On his 16th birthday his grandfather introduced him to alcohol and got him drunk with the justification that since he is now a man, he needed to learn what a man does. This created a negative path for him that affects other areas of his life.” In helping the youth to overcome some of the trauma, Gilmore says the information learnt from the Training of Trainers sessions has provided him with deeper insight in core concepts like masculinity and in turn gives him a starting point to help boys with the healing process.

Gilmore contends that while these sessions are important, he believes continuous training is needed to reach everyone. “The sessions definitely emboldened my ideas and knowledge about gender and violence and how I can use this to challenge youths about accountability” Gilmore says. On a personal level, the information learnt from the sessions has helped Gilmore to unpack the underlining as well as the overarching ideas that falsely convicts these young men to wear various masks in their daily lives and in exchange teaches them better ways of coping. “Instead of beating your girlfriend, I would teach my client how to better communicate using basic techniques that I learned from the session” Gilmore says.

The uniqueness of this project is its two-pronged approach complemented by a public awareness campaign to engage men and boys. The Training of Trainers session was the first phase and was held virtually over a six-months course. This component of the project commenced in August 2020 ended with 16 trainers that will go into the community and facilitate workplace training sessions.

“I know that what I do makes a difference. They come to find me to talk and listen to me and the mothers of many of the youths that I mentor would give me feedback about their change in attitudes and thinking” Gilmore explains. “The work is ongoing, and we must ask ourselves what we can all do to help these troubled youths. It is not a race, but I am proud to be a part of this relay for change.”

The Official Signing Ceremony for the "Engaging Men & Boys to Advance Gender Equality and Help Prevent Gender-Based Violence" Project.

On August 23rd, 2024, The Office of the Special Envoy for the Development of Families and Children hosted the Official Signing Ceremony for the "Engaging Men & Boys to Advance Gender Equality and Help Prevent Gender-Based Violence" Project.

The event was held in the presence of Her Excellency Rossana Briceno, Special Envoy for the Development of Families and Children; Her Excellency Ambassador Amalia Mai, CEO of the Ministry of Foreign Affairs and Foreign Trade; Her Excellency Ambassador Lily-Wen Hsu, Ambassador of Taiwan to Belize; Mr. Roberto Pan, Chief of the Taiwan Technical Mission in Belize; and Ms. Jill Cai, Project Manager of the Women's Empowerment Project at the Taiwan Technical Mission.

H.E. Rossana Briceno, H.E. Ambassador Amalia Mai, and Mr. Roberto Pan signed the grant agreement for general obligations between the three respective entities. The signing of this financial agreement serves as a critical step forward in our collective mission to foster gender equality and prevent gender-based violence in Belize.

The Office of the Special Envoy extends its heartfelt appreciation to the Embassy of Taiwan for their invaluable support and to the Private Taiwanese donor for their significant contribution to advancing gender equality and ending gender-based violence in Belize.

Through this impactful collaboration, we will make a profound difference in the lives of many, while striving to build a future where equality and respect are the foundation of our society.

Empowering Young Leaders: February’s Mission to Advance Gender Equality in Stann Creek!

February was all about empowering young leaders and sparking important conversations!

We hit the road to bring our “Engaging Men and Boys to Advance Gender Equality and Prevent Gender-Based Violence” program to schools across Stann Creek.

February 20: We kicked things off at Independence High School, where 30 students actively participated in the training, equipping themselves with tools to become advocates for change. February 21: We wrapped up the month’s sessions at Stann Creek Ecumenical High School, successfully training 22 participants who showed incredible dedication to making a difference.

These impactful training were made possible through collaboration with the Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples' Affairs, and with the generous support of the Taiwan Embassy, ensuring that young voices are empowered to lead the way toward a more just and equal society.

Kick off the new year with impactful strides toward a brighter future!

On January 17th, 2025, we visited Centro Escolar México Junior College in San Roman, Corozal, where 30 participants successfully completed training under the Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence initiative. They gained valuable insights into Gender-Based Violence prevention, building healthy relationships, and promoting gender equality in Belize.

This meaningful session was made possible through collaboration with the Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples' Affairs, and the generous support of the Taiwan Embassy. We were also pleased to have a representative from the Ministry of Human Development join us for this impactful session.

Empowering the Next Generation: 32 Students Trained in Gender Equality and Violence Prevention at Bishop Martin High School

As part of our ongoing initiative, "Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence," we had the honor of visiting Bishop Martin High School in Orange Walk Town today. A total of 32 participants successfully completed the training, gaining valuable insights into Gender-Based Violence prevention, Building Healthy Relationships, and promoting Gender Equality in Belize.

28 Participants Complete Gender Equality & GBV Prevention Training at St. Catherine Academy

As part of our continuous training "Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” We had the privilege to visit St. Catherine Academy.


On October 23rd, , 2024, where a total of 28 participants successfully completed the training, gaining valuable knowledge on Gender-Based Violence prevention, Mental Health Awareness, Building Healthy Relationships, and promoting Gender Equality in Belize. This has been possible through the collaboration with the Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples' Affairs, and with generous support from the Taiwan Embassy.

25 Participants Complete Gender Equality & GBV Prevention Training at St. John's College Junior College

The Office of the Special Envoy for the Development of Families and Children, in collaboration with the Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples’ Affairs, and with the generous support of the Taiwan Embassy and ICDF Taiwan, hosted a training session on Friday, October 4th, 2024, entitled “Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” at St. John's College Junior College.

A total of 25 participants successfully completed the training, gaining vital knowledge on gender-based violence prevention, mental health awareness, building healthy relationships, and promoting gender equality in Belize.

This initiative plays a crucial role in fostering equality and reducing violence, key components in developing safer and more inclusive communities. Empowering Change: Training at Galen University Equips Men and Boys to Champion Gender Equality and Prevent Gender-Based Violence

The Office of the Special Envoy for the Development of Families and Children, in collaboration with the Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples’ Affairs, and with the generous support of the Taiwan Embassy and ICDF Taiwan, hosted a training session on Saturday, September 28th, 2024, entitled “Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” at Galen University, Cayo.

Twelve participants successfully completed the training, acquiring essential knowledge on gender-based violence prevention, mental health awareness, building healthy relationships, and promoting gender equality in Belize.

This initiative is crucial in fostering equality and reducing violence, which are key components in developing safer and more inclusive communities. We extend our deepest gratitude to the sponsoring organizations and Galen University’s counselor for their collaboration and support in making this event possible.

Empowering Change: Training at University of Belize Equips Men and Boys to Champion Gender Equality and Prevent Gender-Based Violence

The Office of the Special Envoy for the Development of Families and Children, in collaboration with The Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples’ Affairs, and with the generous support of the Taiwan Embassy and ICDF Taiwan, conducted a training session on Saturday September 13th, 2024 entitled “Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” at the University of Belize, Belmopan.

Fifteen participants successfully completed the training, gaining critical knowledge on gender-based violence prevention, mental health awareness, building healthy relationships, and promoting gender equality in Belize.

This initiative plays a vital role in fostering equality and reducing violence, which are essential for the development of safer and more inclusive communities. We extend our sincere gratitude to the sponsoring organizations and to the University of Belize counselor for their coordination and partnership in making this event possible.

Empowering the Future: SCLAN and Partners Launch Gender Equality Training for Boys and Young Men

Empowering Change: The Spouses of CARICOM Leaders Action Network (SCLAN) in collaboration with The Office of The Special Envoy for The Development of Families and Children and The Ministry of Human Development, Families & Indigenous Peoples' Affairs kicked off the commencement of the “Engaging Men & Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” Training in May 2024.

Four successful sessions were completed at Georgetown Technical High School, Toledo Community College, Providence SDA High School, and Louisiana Government School, reaching a total of 106 trained students.

This initiative is important because it fosters positive attitudes and behaviors among students, promoting gender equality and contributing to the development of healthier, more equitable communities.
